Cloister Heights Apartments - "Housing First"

At a ceremonial groundbreaking on April 14th, The Lancaster County Coalition to End Homelessness chose the former Cloister Motor Court Motel in Ephrata as a backdrop to unveil numbers from the county's most recent count of homeless people and to talk about the coalition's focus on "housing first."

The low building with a dozen boarded-up motel rooms at 830 W. Main Street will be extensively renovated and a second story will be added. Before winter, the motel and an adjacent home will be 15 apartments for people who had been homeless. The housing-first approach seeks to get people into permanent housing quickly, preferably keeping them in their existing homes.

The project incorporates Green Building practices, such as ground source heat pumps, recycled existing slate roof, FSC lumber, low VOC paints, caulks and recycled content in carpets and Energy Star appliances. The existing building footprints were completely utilized. Each unit is being significantly enlarged from a basic motel room. Each will have a living room, bedroom and bath. There will be three two-bedroom units in the nearby house on the site.

The 15 units in Cloister Heights represent 10 percent of the 150 units that the Coalition called for in 2008 when it announced an ambitious 10-year plan to end homelessness. Thirty-eight of those units already have opened.
